Since late last year, federal government has tweaked the rules around insured mortgages several times:

raising minimum down-payment requirements on homes worth between $500,000 and $1-million,
imposing a tougher income "stress test" on borrowers,
limiting how lenders use government-backed portfolio insurance and
making it more expensive for financial institutions to securitize mortgages through CMHC.

The moves are part of an attempt by the government to help slow skyrocketing home prices in some markets and insulate taxpayers from the risks of rising household debt.

Way back in 1969, as a kid, I watched a very interesting movie – “2001: A Space Odyssey”. It was a science fiction where a super intelligent computer program HAL is in-charge of a mission to Jupiter which also carries several astronauts. The program becomes rogue and tries to kill all the astronauts. The hero survives and manages to disable the program. There is a lot more to the plot, but the fight between human and computer is still vivid in my memory. In 1969, such a scenario looked possible. After all 32 years is a lot of time given the rate of our progress. We are now in 2016, and it appears that something similar may happen in next 32 years.

Let's Encrypt Everything

I'll admit I was late to the HTTPS party.

But post Snowden, and particularly after the result of the last election here in the US, it's clear that everything on the web should be encrypted by default.

Why?

  1. You have an unalienable right to privacy, both in the real world and online. And without HTTPS you have zero online privacy – from anyone else on your WiFi, from your network provider, from website operators, from large companies, from the government.

  2. The performance penalty of HTTPS is gone, in fact, HTTPS arguably performs better than HTTP on modern devices.

  3. Using HTTPS means nobody can tamper with the content in your web browser. This was a bit of an abstract concern five years ago, but these days, there are more and more instances of upstream providers actively mucking with the data that passes through their pipes. For example, if Comcast detects you have a copyright strike, they'll insert banners into your web contentall your web content! And that's what the good guy scenario looks like – or at least a corporation trying to follow the rules. Imagine what it looks like when someone, or some large company, decides the rules don't apply to them?

So, how do you as an end user "use" encryption on the web? Mostly, you lobby for the websites you use regularly to adopt it. And it's working. In the last year, the use of HTTPS by default on websites has doubled.

Browsers can help, too. By January 2017, Google Chrome will show this alert in the UI when a login or credit card form is displayed on an unencrypted connection:

Additionally, Google is throwing their considerable weight behind this effort by ranking non-encrypted websites lower in search results.

But there's another essential part required for encryption to work on any websites – the HTTPS certificate. Historically these certificates have been issued by certificate authorities, and they were at least $30 per year per website, sometimes hundreds of dollars per year. Without that required cash each year, without the SSL certificate that you must re-purchase every year in perpetuity – you can't encrypt anything.

That is, until Let's Encrypt arrived on the scene.

Let's Encrypt is a 501.3(c)(3) non-profit organization supported by the Linux Foundation. They've been in beta for about a year now, and to my knowledge they are the only reliable, official free source of SSL certificates that has ever existed.

However, because Let's Encrypt is a non-profit organization, not owned by any company that must make a profit from each SSL certificate they issue, they need our support:

As a company, we've donated a Discourse hosted support community, and a cash amount that represents how much we would have paid in a year to one of the existing for-profit certificate authorities to set up HTTPS for all the Discourse websites we host.

I urge you to do the same:

  • Estimate how much you would have paid for any free SSL certificates you obtained from Let's Encrypt, and please donate that amount to Let's Encrypt.

  • If you work for a large company, urge them to sponsor Let's Encrypt as a fundamental cornerstone of a safe web.

Progress on EVs:

Electric vehicles are emerging as a technology that can help address many modern transportation challenges and are more affordable and better performing that ever before. Nearly thirty plug-in vehicle models are now available from more than a dozen manufacturers, giving vehicle buyers more choices of manufacturer, size, capabilities, and appearance. EVs dramatically lower overall emissions of harmful pollutants, including greenhouse gases. They use no petroleum, allowing owners to skip the gas station, save money, and reduce their vulnerability to volatile oil prices.

This progress on EVs is no accident, thanks in part to sustained investment in Federal research and development through the Department of Energy and by automakers in new vehicle models with more than 20 models of plug-in electric vehicles now available, up from only one in 2008. The deployment of EVs has been supported by national and local efforts to build out public-charging infrastructure. There are now more than 40,000 publically accessible charging stations, giving EV owners more confidence in the range of their vehicles. An ever-increasing number of Americans have access to charging at work; more than 250 employers have joined the DOE’s workplace charging challenge, providing thousands of stations for employee use.

The emerging field of data science is already creating widespread benefits in transportation such as real-time traffic alerts, crowd-sourced information on road conditions, digital citizen feedback on infrastructure through 311 systems, and a wide array of new “smart cities” technologies. EVs are benefiting from this improvement in data, computing, and analytics. Websites like fueleconomy.gov make it easy for a potential buyer to see how much they would save with different models; charging station locators such as DOE’s Alternative Fuels Data Center show drivers in need of a charge where their nearest stations are; policy tools like the Database of State Incentives for Renewables and Efficiency help prospective buyers identify incentives; and the Plug-in Electric Vehicle Readiness Score helps communities cut red tape and improve driver experiences.

Despite the progress in EVs and in data to support their deployment, more work in needed to continue the conversation among those who are generating and curating new EV data and those who could put this data to good use. The datathon on November 29 seeks to further this conversation by convening experts in EVs, data science, and software development to review currently available data, identify opportunities for improvement, and discuss new datasets and approaches that can enable EVs going forward. Topics of conversation include: what datasets could emerge from new efforts such as the Department of Transportation’s Alternative Fuel Corridors; what new data do local planners need as they work to make their communities EV ready; and what new information can be revealed by “mashing up” diverse available datasets?

Mobile Development and Testing with Chrome DevTools

Around Q3, I was looking for way to test the HTML and CSS of an online application that was to be public-facing. At first, my office’s plan was to connect mobile devices to the network owned by federal employees on a volunteer basis for testing. All of a sudden, a new policy came down that stated, “devices that were not purchased by the agency could not be connected to the network. If we needed a device(s) to be on the network, we needed to go through the steps to have the device inspected, documented and approved.”

I wondered, would this prolong my process? Would volunteers throughout the building be willing to go through this step with me? I also did not feel comfortable with the idea of having the agency purchase devices for testing—what happens in six months or a year when those devices become obsolete? Our web application was to be utilized worldwide; how many devices are “enough” devices?

Could we purchase an application or a subscription to an online io to test within my computer? I went to my desk to meditate on this new option because I just didn’t feel at ease. Playing in my Chrome Dev environment I accidently stumbled upon a button. I clicked it out of curiosity and … shazam! Behold – the rendered view completely changed! My CSS completely changed! What was this magic that I had discovered?

What Is Chrome’s Mobile Dev Tool?

Although not truly magic, Chrome Developer Tools (or DevTools) are a set of web authoring and debugging tools built into the Google Chrome web browser. Using the Device Mode can be an integral part of the government’s efforts to reach citizens where they are most likely to be reached; on their mobile devices. Its controls allow you to simulate a wide range of devices, and help you build responsivemobile-first web experiences. Thankfully, it’s also free.

I recently asked members of the MobileGov Community if anyone else had experience using DevTools for testing mobile device views of a website. Troy Kitch and Robert Aspinall of the National Ocean Service (NOS) at National Oceanic and Atmospheric Administration (NOAA) were among the responses. Noah said that he uses it often for the NOS website and that “Google’s Developer Tool is a somewhat more convenient [than another development tool], because it also allows you to test style changes on the fly and preview at different sizes before actually changing your style sheets.” Robert added, “It does a great job of imitating fingertip input and disabling hover events (no way to hover on a mobile device). It’s useful when testing our responsive websites.”

Where to Find It

This is a Chrome Developer Tool, so naturally, you will only be able to access it when using the Google Chrome browser. You can access the tool either by using the Chrome menu icon at the top right of your browser window (select Tools, then Developer Tools), or by right-clicking on any space inside the browser window and then selecting ‘Inspect’ from the dropdown menu that appears.

Open the Device Mode toolbar by left-clicking on the icon that resembles a phone in front of a tablet (see DevTools Windows and Mac keyboard shortcuts). It is found in the top left corner of the ‘Inspect’ window.

How to Use It

The Viewport Controls that appear at the top of the browser window allow you to choose a device from a single dropdown menu. You can add more devices to that menu by choosing the “Edit” option, then scroll through a list of checkboxes to select or deselect a device. If the device you are familiar with is not in the list, you can ‘Add’ another device. So after you select a device, the snazziest part is being able to toggle that device’s orientation. You bad!

So there you have it. Hopefully, this has pointed some of us in the direction of a free design/development tool that can help speed mobile development work within the government.

New Trademark App Open Source Code on GitHub

Improving the way the government delivers information technology (IT) solutions to its customers isn’t just a goal, it’s our mission. We at the U.S. Patent and Trademark Office know that by publishing our open source code, the public can help us come up with new and better IT solutions. In advance of the new Federal Source Code Policy and in support of the Administration’s Open Government Initiative, we have been publishing content on GitHub for over a year, and it now includes source code for a mobile application for trademarks.

The new published source code on GitHub is for a sample application enabling a user to access and track the status of a trademark. This application enables the user to receive a push notification anytime the status of a trademark application changes. The idea for this app began with feedback from the leadership in Trademarks, and we believe that it will also be a useful tool for our own employees. We’re making our code for this application open to the public, so you can also use it in your own projects, improve it so it works best for you, or create an entirely new application.

Through our Open Data and Mobility Program, we’ve already made over 200 years of intellectual property information available to the public, and have published application program interfaces (APIs) so you can more easily search, use, and manipulate patent and trademark information. We want to make it as easy as possible for you to use our data.

As America’s Innovation Agency, we hope that our open source initiatives will spur innovation and create new ideas. We are looking to the public to come up with the next greatest idea, like we recently did through our Cancer Moonshot Challenge.
